The MassHealth regulations now mandate the use of the highest rate quoted in "The Bank
Rate Monitor Index" as of the hearing date for any term not exceeding 2.5 years. These rates can be found in the Member Eligibility Library on the MassHealth web site. 130 CMR 520.017(C).
